One of the most sweeping changes Riot made to League of Legends in early 2024 was dividing the season into three splits. Along with the Three Split change, Riot also announced that they would be making massive gameplay changes before each split. So, with Split 2 ending in a couple of weeks and the start of Split 3 on September 25th, Riot has started testing the promised changes in the PBE server. As it stands there are huge amounts of changes being tested in the PBE servers. Although not every change might not make it to the live servers, the majority of them will. Having said that, there are tons of changes to talk about, from champion changes to item changes and more. So, without further ado, let’s get into the Patch 14.19 changes. Well before the changes came to the PBE servers Riot announced that they would be toning down the power level of almost all items. According to Riot, the current Legendary items provide too much power and too many stats. So Riot is looking to strip down some of its power by removing some stats from the items. They are also looking to simplify and streamline the item system. Legendary Items Legendary Items were the most affected by the changes. Almost every Legendary Item is getting changes and they are mostly Nerfs. They are losing about 10-15% of combat power. Lethal Tempo Lethal Tempo is back again but this time with some major changes. It no longer uncaps Attack Speed and it does not provide extra Attack Range but it now gives its user On-Hit damage. Attacking an enemy champion grants a stack of (5% if melee, 4% if ranged) AS for 6s, max 6 stacks. At max stacks, deal adaptive damage (9-30 linear 1-18, increased by 1% per 1% bAS, x0.667 total value for ranged) on-attack “This rune also tracks the percent of your basic attacks against champions that are launched within 0.25s of when your attack is ready after previously attacking a champion” Presence of Mind Presence of Mind Mana Regen has been significantly increased but it now has a cooldown. On-damage restore: Old: Regen 1.5-11 mana (x0.8 if ranged) or 1.5 energy per second for 4s, refreshing on damage New: Restore 6-50 mana (x0.8 if ranged) or 6 energy immediately, 8s cooldown New values are currently equivalent to applying a full 4s of the old values’ regen takedown restore mechanic unchanged Nimbus Cloak Nimbus Cloak is getting some much-deserved buffs. A reminder that speed values are based on three buckets of summoner cooldowns speed (Cooldown < 100s): 5% –> 12% speed (Cooldown >= 100s && cooldown < 250s): 20% –> 28% speed (Cooldown >= 250s): 25% –> 35% Shield Bash Shield Bash now gets better scaling. Resists while shielded: 1-10 linear –> removed Damage: Base: 5-30 linear (unchanged) Bonus HP Scaling: 1.5% >>> 2.5% Shield scaling: 8.5% >>> 15% Biscuit Delivery Biscuit Delivery will no longer give mana but will now provide Permanent HP. Missing Mana restore: 8% >>> removed Permanent Mana: 40 >>> removed Now grants +30 Permanent Health Missing Health Restore: 8% >>> 12% Manaless users unchanged at 12% New Notification and Ping changes New notifications are also being added to the game in Patch 14.19. Don’t Forget Your Items! – Notifies the user if they leave the Fountain without purchasing items at the beginning of the game. Objective Announcements – Players will now get a notification before the major objective spawns. Potion Commotion and Biscuit Blasts – Players are notified if there are unused Potion or Biscuits in the inventory. Not In My Jungle – New Map notification that alerts everyone if there is a fight happening in their Jungle. My Bad! – Brand new emote similar to the “Fistbump” emote that can be used to Apologise to teammates.
