It has been a little over a year since Fizz has gotten a skin in League of Legends. There is enough of a player base for him to get skins on a regular basis, so Riot is giving him Rain Shepherd Fizz. This comes after Astronaut Fizz from last year, and it comes back to the Water theme. The overall effects are all about the rain and Fizz loves water.
